Concept Plans Approved for 39th & Elati Towers in Denver’s Fox Street District
DENVER, CO – Concept plans have officially been approved for 39th & Elati Towers, a new 20-story residential project in Denver’s Fox Street District, less than a quarter-mile from the 41st & Fox light rail station.

Project Overview
The development will deliver more than 400 apartments, with 417 units planned in total. The mix is heavily weighted toward studio apartments, over 300 in all, supported by 72 one-bedroom and 43 two-bedroom homes. This approach reflects the city’s growing demand for smaller, transit-oriented housing near employment centers and light rail.
At its base, the tower will include a five-story parking structure with 317 stalls, balancing auto access with a strong emphasis on multimodal options. The garage will feature dedicated EV-ready and EVSE-installed spaces, while 209 bicycle parking spaces are also planned, most of them enclosed, to support residents who rely on cycling or public transportation.
Designed by Architecture Workshop, the tower places a strong focus on connectivity and open space. The ground floor is planned with a pedestrian-oriented lobby and bike storage, alongside a new walk-through alley connection intended to activate the site and create a sense of place within the Fox Street District. Higher up, the seventh floor will serve as a community anchor for residents, with an elevated outdoor park and amenity deck designed to capture sweeping views of both the downtown skyline and the Rocky Mountains, while also maximizing sunlight throughout the day.
Altogether, the project accounts for approximately 466,000 square feet, blending housing, structured parking, and amenity space in a way that responds to both the scale of the Fox Street District and the city’s larger push toward transit-connected development.
