Englewood Approves CityCenter Redevelopment Agreement
ENGLEWOOD, CO – The City of Englewood has approved a new redevelopment agreement for CityCenter, marking a major step toward the next phase of one of Colorado’s first transit-oriented districts.
At its October 6 meeting, Englewood City Council passed CB 52 on second reading, authorizing a phased ground lease termination and transfer of ownership for key parcels east of Inca Street to New Englewood, LLC; a joint venture between Ogilvie Partners and DPC Development Companies. The two Denver-based firms bring experience from multiple urban infill projects, including the nearby redevelopment of the former Sports Authority headquarters.

Phased Land Transfer and Property Exchange
The approved agreement establishes a three-phase process that allows redevelopment to move forward while ensuring the City retains ownership of several key assets.
In Phase 1, Englewood transfers ownership of Block D and Parcel C.2 to New Englewood, LLC. In exchange, the City gains full ownership of the former 24-Hour Fitness building and the retail space in the west ArtWalk apartment building, both located along the CityCenter Circle. The City also secured an option to purchase the Tokyo Joe’s parcel for $3.5 million within the next two years.
The agreement ensures that New Englewood, LLC must meet specific redevelopment milestones before any future phases advance.
Development Safeguards and Milestones
To protect City interests and maintain project momentum, the agreement includes several key conditions:
Construction Trigger: The developer cannot terminate certain leases or move forward on additional parcels until physical construction begins on the new project.
Planning Commitment: The developer must invest at least $300,000 within two years toward planning and design for the future Civic Center area.
No Early Resale: Key parcels cannot be resold within the first two years unless the buyer has an approved building plan.
If these conditions are met, the developer will be permitted to move forward with Phase 3, which includes preparing a master plan for the broader CityCenter area and surrounding blocks.
Civic Center Not Included
The Civic Center building, which houses Englewood’s city offices and the public library, is not included in this redevelopment agreement. However, the long-term vision for the area is expected to consider how those facilities connect to the larger mixed-use environment envisioned for CityCenter.
Permanent land-use covenants will be established to control future development standards, including restrictions on certain uses such as new liquor stores without prior city approval.
Next Steps
The City and New Englewood, LLC will now move into the pre-development phase, negotiating design parameters and community engagement plans. A formal master plan process is expected to follow once early milestones are met. Public participation will be central throughout, with upcoming meetings and surveys planned to guide redevelopment priorities.
