125-Unit Affordable Housing Community Proposed Near Rocky Mountain Lake Park

DENVER, CO – A new redevelopment project led by the Colorado Coalition for the Homeless aims to bring supportive housing, family apartments, and a new daycare to the Federal Boulevard corridor.

A vacant 3.7-acre site along North Federal Boulevard could soon be transformed into a mission-driven residential campus designed to address Denver’s urgent need for both supportive and family-oriented affordable housing.

Plans submitted by the Colorado Coalition for the Homeless (CCH) outline a multi-building development at 4745 N. Federal Blvd., the former site of a hotel that has since been demolished. The project, titled CCH Rocky Mountain Lake Park, envisions a total of 125 income-restricted rental units across two primary four-story residential structures.

The development is strategically split to serve two distinct populations:

  • Building 1: Located along the eastern edge of the site, this 40-unit building is designated as permanent supportive housing, primarily consisting of one-bedroom units.

  • Building 2: Situated toward the western portion of the site, this 85-unit building is designed for families, offering a mix of one-, two-, and three-bedroom floor plans.

Beyond housing, the proposal emphasizes community-integrated services. The ground floor of Building 1 is slated to include a 7,720-square-foot daycare facility and a 3,050-square-foot food pantry, both intended to serve residents and the surrounding Berkeley neighborhood. A separate, one-story community clubhouse will sit between the residential blocks, flanked by open play areas and community gardens.

The project is moving forward under the DHA Delivers for Denver (D3) program. Under this partnership, the Denver Housing Authority will maintain ownership of the land while CCH develops and manages the improvements through a 99-year ground lease.

From a planning perspective, the project represents a significant shift for this stretch of North Federal. By utilizing the Proposition 123 Fast Track program, the developers are seeking an expedited review process reserved for high-impact affordable housing projects.

The proposal is currently in the early concept review phase. As the project evolves, the city and developers will finalize details regarding right-of-way dedications along Federal Boulevard and the necessary engineering for water quality and detention systems on the 3.7-acre parcel.
