City of Denver Approves Six-Story, 118-Unit Apartment Project Along Lincoln Street

DENVER, CO — A six-story apartment project planned for 1001 Lincoln Street in Denver's Capitol Hill neighborhood has officially received Site Development Plan (SDP) approval, marking a major milestone for a redevelopment project that Developing Denver first covered nearly a year ago.

The approved plans call for transforming the site into a mixed-use residential development featuring 118 income-restricted apartments built above the existing parking garage and foundation. The project will also include approximately 3,975 square feet of office and café space, 39 vehicle parking spaces within the existing garage, and 83 bicycle parking spaces.

In addition to receiving city approval, the project recently secured more than $4 million in federal and state Low-Income Housing Tax Credits through the Colorado Housing and Finance Authority's 2025 Round Two funding awards. The financing represents another significant step toward bringing the development to construction.

The apartment community is planned for households earning between 30% and 70% of the Area Median Income (AMI) and will include a mix of 13 studio, 77 one-bedroom, 23 two-bedroom, and five three-bedroom apartments.

Residents will also have access to supportive services provided through NEWSED Community Development Corporation, including financial literacy classes, homebuyer education, pre-purchase housing counseling, and credit counseling. The development is located within walking distance of public transit, grocery stores, schools, parks, healthcare facilities, and cultural destinations in central Denver.

The project is also designed with sustainability in mind, incorporating an electrification-ready building design and rooftop photovoltaic infrastructure.

With both Site Development Plan approval and housing tax credit financing now secured, the project has cleared two of its most significant pre-construction milestones and can continue advancing toward building permits before construction begins.
