DHA Exploring Massive Housing Redevelopment Near Knox RTD Station
DENVER, CO – The Denver Housing Authority (DHA) is exploring a major redevelopment of the Westridge and Mulroy affordable housing communities near the Knox Light Rail Station that could eventually deliver approximately 600 to 700 affordable housing units while modernizing the site with new community amenities, open space, and transit-oriented development.

The concept plans, currently under review through the city's Large Development Review process, outline a long-term vision for the approximately 13-acre redevelopment area located near West 13th Avenue, Lowell Boulevard, Paco Sanchez Park, and the Knox RTD Station.
According to concept documents, the redevelopment would occur over multiple phases while maintaining housing opportunities and community services throughout the process. The existing Mulroy Opportunity Center is planned to remain in operation, with future plans calling for the relocation and integration of community services into the redeveloped site.
The initial phase currently being studied would include two new residential buildings totaling 133 affordable housing units. The first building would consist of an approximately 83-unit family housing development reaching up to seven stories in height. Plans show a mix of one-, two-, three-, and four-bedroom units designed to accommodate families of varying sizes. A second building would provide approximately 50 senior housing units in a five-story structure featuring studio and one-bedroom apartments.
Ground-floor space throughout the development would include community services, leasing offices, resident amenities, and support facilities. Structured parking would be incorporated into both buildings, helping preserve space for pedestrian connections and community gathering areas.

One of the project's primary goals is improving connectivity between residents and the nearby Knox Light Rail Station. Concept plans show enhanced pedestrian pathways connecting the development directly to transit while also improving access to Paco Sanchez Park and surrounding neighborhoods. Proposed street improvements include detached sidewalks, new landscaping, shade trees, traffic calming features, and enhanced pedestrian infrastructure along West 13th Avenue.
The plans also envision community gardens, play areas, open spaces, childcare facilities, and additional neighborhood-serving services integrated throughout the redevelopment.
While the first phase focuses on 133 new housing units, concept documents indicate the broader redevelopment could ultimately support approximately 600 to 800 affordable housing units across the Westridge and Mulroy properties, significantly increasing the number of affordable homes available on the site.
The proposal remains in the early planning stages and has not yet received final approvals from the City and County of Denver. Additional design refinements and future review processes are expected before construction timelines are established.
