100% Affordable, 80-Unit Housing Project Receives Concept Approval at 1275 Decatur
DENVER, CO – A new 80-unit, 100% income-restricted housing development has received Concept Plan approval for a site at 1275 Decatur Street.
The five-story project is proposed on a 34,422 square foot parcel zoned C-MX-5 and would deliver 123,892 square feet of total building area. Unlike many recent multifamily filings that lean heavily toward studios and one-bedroom units, this development is focused on larger households, with 60 three-bedroom units and 20 four-bedroom units planned.

Project Design and Program
Plans show a single five-story building organized around a central courtyard designed as a pocket park for residents. The ground floor includes a residential lobby, coworking space, gym, pet wash, bicycle parking, property management offices, and building support areas.
Sixty-four parking spaces are proposed at grade, fully screened from the public right of way. Along Decatur Street and Holden Place, the building incorporates a serrated wall treatment intended to create a more active street presence while meeting zoning build-to and transparency requirements.
The project proposes a maximum height of approximately 69 to 70 feet, consistent with the C-MX-5 zoning district allowances.

Infrastructure Capacity
A sanitary sewer study prepared for the project concluded that the existing downstream system has adequate capacity to handle the additional flow generated by the development.
The projected peak sanitary flow from the site is calculated at 0.120 cubic feet per second. Downstream analysis shows existing pipes operating well below the city’s 80 percent capacity threshold, with the most constrained segment modeled at approximately 57 percent capacity. The study recommends connection to the existing 10-inch main in Holden Place.
From a utility standpoint, the project clears a key technical hurdle.

Timeline and Next Steps
The estimated construction start date is November 2026, though additional review steps will be required before permits are issued.
With 100% of the units income-restricted and a strong emphasis on family-sized layouts, the project represents a notable addition to the city’s affordable housing pipeline.
