Foster Culture Proposes Two-Story Mixed-Use Building at 2727 Welton Street
DENVER, CO – A new mixed-use development is being proposed at 2727 Welton Street in the Five Points neighborhood, following the completion of concept plan review with the City of Denver.
Concept plans submitted by Foster Culture LLC outline the demolition of the existing structure on the site and construction of a new two-story building on a roughly 6,300-square-foot parcel along the Welton Street corridor. The project is located within a C-MX-5 zoning district and sits within a historically sensitive area of Five Points.

Project Overview
According to the application materials, the proposed building would reach a maximum height of 30 feet and cover nearly 60 percent of the site. The remaining area would be used for an outdoor patio space and four on-site parking spaces accessed from the public alley.
The ground floor is planned to include an eating and drinking establishment designed to activate the street frontage along Welton Street. Earlier versions of the concept plans showed a split retail configuration on the first floor, but that program has since been consolidated to support the food and beverage use exclusively.
Shift Away From Housing on the Upper Level
The most notable evolution in the project appears on the second floor. Initial concept submissions proposed three residential units above the commercial space. Updated concept materials, however, indicate a shift away from housing, with the entire upper level now dedicated to an arts, recreation, and entertainment use.
The applicant flagged this change during concept review, acknowledging that a shift in use could affect zoning interpretation, parking requirements, and future approvals. At this stage, the revised program remains conceptual and has not yet advanced through formal site development or building permit review.
Review Status and Next Steps
The project has completed concept plan review with the city, which serves as an early-stage evaluation of land use, massing, and site layout. Completion of concept review does not grant approval to construct and does not establish a construction timeline.
Before the project can move forward, additional approvals will be required, including demolition authorization and subsequent site development and building permits. No construction dates have been announced.
As the proposal advances, any further design refinements or program changes will be reviewed through Denver’s standard entitlement process.
