DENVER, CO – A formal Site Development Plan has been approved for a major affordable housing development at 4995 Washington Street in Denver’s Globeville neighborhood, clearing a key regulatory milestone ahead of construction. The project will deliver 170 income-restricted residential units alongside a new Denver Public Library branch and a community café, all within a single mixed-use building.

The development is led by Rocky Mountain Communities in partnership with Evergreen Real Estate Group and the Globeville Elyria-Swansea Coalition.
The site sits on land owned by the City and County of Denver and will operate under a 99-year lease. The approved plan allows for a six-story building totaling approximately 136,000 square feet on a site just under three acres. All 170 residential units will be affordable, serving households earning between 30% and 60% of Area Median Income. The development is scheduled to break ground after a planned mid-spring closing, with completion targeted for early 2027.

Design and Location Context
The building will include a ground-floor Denver Public Library branch, providing public access to books, internet, and community resources. A neighborhood café will also be integrated into the project and operated in partnership with the Globeville Elyria-Swansea Coalition.
The site is located within walking distance of two parks and the South Platte River, less than 0.6 miles from the National Western Center and the RTD Metro North commuter rail station. The location positions the project as a significant affordable housing addition within a rapidly changing area of North Denver.
