RTD Central Park Station Site Advances 150 Unit Affordable Housing Proposal
DENVER, CO – A long vacant RTD owned parcel next to Central Park Station is officially moving forward with redevelopment.
Concept plans have been completed for 3801 Ulster Street, a 1.7 acre site directly adjacent to the A Line commuter rail platform and bus terminal. The proposal calls for a five story, 150 unit apartment building that would be 100 percent income restricted under Colorado’s Proposition 123 program.
The development also includes approximately 6,000 square feet of ground floor space dedicated to an early childcare center, positioning the project as a family oriented housing community tied directly to transit access.
Project Details
The building would rise to 68 feet and total approximately 185,761 square feet. The estimated construction valuation is listed at 73 million dollars, with a projected construction start in August 2026 and completion targeted for April 2028. The 1.71 acre property is zoned C-MX-16 and is currently used as surface parking associated with the RTD station area.
This filing represents Phase 1 of what is described as a larger multi phase vision for the site. Future phases are expected to introduce additional residential buildings and structured parking, gradually replacing portions of the existing surface parking as the site builds out.
Long term plans indicate that up to 440 parking spaces remain across the broader property today, with structured parking anticipated in later phases as density increases.
What Comes Next
With concept approval complete, the project will now move into Denver’s formal Site Development Plan review process, where more detailed engineering, utility coordination, and final design compliance will be reviewed.
If constructed as proposed, the project would mark one of the first major housing developments built directly on RTD controlled land at Central Park Station, bringing income restricted housing and childcare within walking distance of commuter rail service.
Developing Denver will continue tracking the project as it advances through the next phase of review.
