Zocalo Community Development Files Updated Plans for Sloan Lake Project

Zocalo Community Development has submitted updated site development plans for a four-phase residential project near Sloan Lake. The 5.2-acre site, located along 17th Avenue between Newton Street and Lowell Boulevard, is one of the last large undeveloped parcels in the area.

Project Details:

The current proposal, filed with the City of Denver on June 30, 2025, includes:

  • A 16-story apartment building with 294 rental units

  • A 6-story parking structure with 9 for-sale townhomes at street level

  • A 4-story building with 158 affordable housing units, supported through the Low-Income Housing Tax Credit (LIHTC) program

The affordable housing portion is partially funded through a $5 million allocation from the City of Denver.

Background and Process:

The project was first introduced in 2018 and underwent design modifications following community feedback before receiving initial approvals. The current submission is listed as “Review in Progress” in city records, and no construction timeline has been announced.

Neighborhood context

The proposed project adds a mixed-income residential component to an area that has seen multiple market-rate developments over the past decade. It would contribute over 450 housing units, structured parking, and public improvements to the surrounding Sloan’s Lake and West Colfax neighborhoods.
