Costco Construction Moves Forward as 300,000-Square-Foot Scheels Joins Mineral Place Redevelopment
LITTLETON, CO — Construction is moving forward on the 63-acre Mineral Place redevelopment in Littleton, where the former Lumen Technologies campus is being transformed with new housing, major retailers, additional commercial space and new infrastructure.
Located at 700 W. Mineral Avenue near Mineral Avenue and Southpark Terrace, the project follows the demolition of the former office and industrial campus, including the 130-foot Qwest tower. Approximately 800,000 square feet of outdated buildings were removed from the property to prepare the site for redevelopment.
Republic Investment Group is leading the commercial portion of Mineral Place, while Embrey Partners is developing the residential portion of the property. City documents describe approximately 45 acres of commercial and retail development alongside approximately 18 acres dedicated to multifamily development.
One of the most visible pieces of the redevelopment is now under construction. Costco is building an approximately 159,000-square-foot warehouse on the western portion of Mineral Place, along with a fuel facility. The Costco is currently targeted to open in 2027.
Construction is also underway on the residential portion of Mineral Place. Earlier city documents called for a 370-unit multifamily community with 19 income-restricted homes, representing approximately 5% of the development. More recent Mineral Place marketing materials identify the Embrey development as 377 units and show the project under construction.
The redevelopment reached another major milestone this week when Scheels officially announced plans for a new flagship store at Mineral Place. The employee-owned sporting goods retailer plans to construct a more than 300,000-square-foot store alongside Costco. Scheels says the Littleton location will contain more than 80 specialty shops and is expected to create more than 500 jobs.
The store is also planned as an entertainment destination. Current plans include a 60-foot hubless Ferris wheel, Rollerball bowling lanes, an interactive arcade and a 16,000-gallon saltwater aquarium. Additional departments and services are expected to include bike, ski and snowboard, golf, baseball and softball, archery and fly-fishing shops. Scheels expects the Littleton store to open in 2029 and says it will become the company's 38th location.
Scheels' announcement follows Littleton City Council's approval of an economic incentive agreement for the retailer on September 15. Sales taxes generated at the store will initially be collected normally before a portion is refunded through the 30-year agreement. Littleton will retain 40% of the collected sales tax, while 54.67% will be refunded to Scheels and 5.33% to developer Republic Investment Group.

The Scheels agreement is separate from an earlier incentive approved for the broader Mineral Place commercial development. In 2024, Littleton approved an agreement with RIG Mineral providing for a 50% share-back of sales taxes collected across the retail portion of the development, up to $29.5 million or 10 years, whichever occurs first. The city said the reimbursement is dependent on retail performance and does not require an upfront payment from Littleton.
Costco and Scheels will serve as the project's two major retail anchors, but additional commercial development is planned throughout the property. Earlier plans identified approximately nine smaller retail sites, while the current site plan shows several future retail pads concentrated along the northern portion of Mineral Place near W. Mineral Avenue and Southpark Terrace.
Infrastructure improvements extend beyond the development itself. City plans call for new traffic signals on W. Mineral Avenue at S. Elati Street and S. Mineral Place, along with a new roundabout at Southpark Drive and Southpark Terrace. The eastbound right-turn lane at County Line Road and Broadway is also planned to be extended.
Additional improvements include changes to turn lanes at several intersections, buffered bike infrastructure along Mineral Avenue, wider detached sidewalks and a 10-foot shared-use path through the development. Littleton's traffic study estimated that the redeveloped property would generate approximately twice the daily vehicle trips of its previous office use, although the study projected fewer trips during the morning commuting peak and only a slight increase during the evening peak period.
Mineral Place represents the redevelopment of one of Littleton's largest former employment campuses into a new mixed-use district. With infrastructure work substantially advanced, residential construction underway, Costco actively being built, additional retail sites planned and Scheels targeting a 2029 opening, multiple portions of the 63-acre property are now moving through different stages of development.
